A Chat with our new Managing Director – Luke Gorham

We are proud to announce that Luke Gorham has recently being promoted to Managing Director at Analyse Local.

Luke has an abundance of experience from within the industry and years served with Inform and we are excited to follow him on his journey. We sat down to catch and learn more about him, his goals and his ambitions for the future.

How long you have been a part of Analyse LOCAL?

I joined the company in October 2013, so I’m almost into my 13th year.

Can you tell us a bit about your professional journey and what brought you into this industry?

After leaving University in 2006, I first took a role in IT before taking the step into the industry working for Goodman Nash Ltd in 2007. It was only due to the fact that the commute was unbearable that I even changed jobs!

A year later and I moved to London, working for the London Borough of Camden within their Business Rates department. This was a fantastic opportunity and allowed me to get a real understanding of Business Rates, while also putting me through my IRRV Technician qualification. I was then fortunate enough to take a secondment in 2012 to work specifically towards the incoming Rates Retention scheme. This involved understanding the scheme and ensuring the Council was prepared and in a good position to maximise the benefits of the scheme.

I finally joined Inform CPI Ltd (as it was) in October 2013 as an Account Manager for the Analyse Local service.

What’s one achievement in your career so far that you’re especially proud of?

It’s less of a personal achievement but I’m so proud of where Analyse Local started to where it is today. The team have put so much time and effort into creating a market-leading service and I certainly couldn’t be more proud of recently moving into my role as Managing Director – not for the role itself, but having the opportunity to take Analyse Local to where I believe it can get to.

What is your vision for the company in the next 3–5 years?

I am genuinely excited for what we will achieve in the next few years.

We’ve built a really strong foundation by helping councils improve their business rates performance – but over the next few years, I want us to go even further. Our focus will be on making smarter use of data and introducing more automation to help our clients work more efficiently and proactively.

We’re already working on increasing our involvement in AI and delivering new services that brings together property, occupier, and council data. I want Analyse Local to be the ‘go-to’ Supplier for tools that save time, reduce manual work, and deliver real value.

We’ve got deep relationships with our clients, and a great reputation for outcomes, but now it’s about building on that with innovation that’s practical, easy to implement and adopt, and makes a real difference within the industry.

What kind of workplace culture are you passionate about building?

I’m passionate about creating a culture that’s both high-performing and human – where people are empowered to take ownership and challenge how we work.

I believe that accountability and outcomes matter – not just for the sake of metrics, but because we’re doing work that genuinely helps our clients and can make a real difference. But that only works if our teams feel connected to our objectives and feel confident to contribute, challenge, and collaborate across the business.

I also want our culture to reflect the way we work with our clients and being committed to making things better. That means fostering open communication, encouraging development and making space for innovation – all while recognising that people will only bring their best when they feel respected and part of the wider plan.

Who or what has been the biggest influence on your career?

I’ve been fortunate to have some incredible colleagues and bosses in my career.

If I had to choose a ‘who’ right this moment, it would be Paul McDermott who recently stepped down as CEO. What started as a working relationship, I now consider Paul to be a close friend and someone whose advice I still really value.

Paul gave me the opportunity to join Inform CPI Ltd back in 2013. I’ve always felt backed and trusted, and I learned a lot from his approach to people in general.

Paul’s support has shaped not just how I approach my new role now, but how I want to show up for others. I’m hugely grateful for everything both professionally and personally.

What’s one thing people might be surprised to learn about you?


That I can play the clarinet and self-taught myself to play guitar; and even started the same for the piano.

I’ve always been into music and, as I’m sure many were in their youth, was in a band growing up. We were influenced by bands such as Feeder, Ash, A and Hundred Reasons, and I still have them and bands like Biffy Clyro on repeat on Apple Music.

More nostalgic now as I think my chances of headlining Reading Festival are well and truly over.

What excites you most about the company’s future?

What excites me most is the sense that we’re only just scratching the surface of what’s possible. We’ve proven that we can deliver real impact for councils, but now we’re at a point where we can start reimagining how far we can take it.

With the right approach and mindset, we’ve got the chance to turn ideas that once felt impossible into a reality. Whether that’s automating complex processes, using AI to find insights no one else can see, or helping councils do more with less in smarter, more sustainable ways.

It’s that mix of ambition and creativity, of asking “why not?”, challenging the status quo and then actually building the solution that makes the future so exciting.
